Japan tightens five-axis export controls to case-by-case approval

On 16 August 2026, the revised Export Trade Control Order issued by Japan's Ministry of Economy, Trade and Industry came into force. Complete high-precision five-axis CNC machine tools, high-precision rotary tables, linear scales, and the design and manufacturing technology for five-axis CNC systems were added to the second category of the controlled list.

For exports to China, the previous bulk general licence has been replaced by case-by-case approval, with the review period extended from around 15 days to between 45 and 180 days. Orders already covered by licences signed before the change are granted a grace period only until the end of 2026, while delivery dates for new orders are effectively unpredictable.

The measure compounds a supply position that was already tight. Japanese suppliers account for more than 40% of global high-end five-axis machine tool exports and have held as much as around 70% of the Chinese market for high-end products, while China represents about 32% of their total overseas machine tool exports.

First measurable effect: shipments

CMTBA's half-year report, published on 12 August, showed metal cutting machine tool exports turning from growth in the first quarter to decline, with machining centre export volume down 25.6% and value down 21.4% year on year. Total industry revenue for the first half reached 530.9 billion yuan, up 7.6%, with profit of 19.6 billion yuan, up 110.8%.

For buyers outside China, the practical read is that high-end Japanese five-axis equipment will be harder to schedule from 2027 onwards, and qualification of alternative sources — including Chinese turn-mill and five-axis platforms — is likely to accelerate.
